Background of the Study
Global health governance, spearheaded by institutions such as the World Health Organization (WHO), plays a pivotal role in coordinating pandemic responses worldwide. In Lagos State, the collaboration between WHO and various partner agencies has been crucial in managing public health crises, including the recent COVID-19 pandemic (Hughes, 2023). This study examines how global health governance structures influence pandemic response coordination at the local level. It investigates the mechanisms of international cooperation, information sharing, and resource mobilization that have enabled rapid and effective responses to health emergencies in Lagos State (Iverson, 2024). By analyzing policy documents, response strategies, and outcomes from the pandemic, the research assesses the effectiveness of global governance in mitigating the spread of infectious diseases. Additionally, the study explores challenges such as funding disparities, bureaucratic inefficiencies, and the integration of local and international efforts, offering recommendations for improving future pandemic responses within the framework of global health governance (Johnson, 2025).
Statement of the problem
Despite robust global health governance mechanisms, pandemic response coordination in Lagos State has encountered significant challenges. Issues such as delayed resource allocation, inconsistent communication between international agencies and local authorities, and infrastructural limitations have hampered the effectiveness of response measures (Hughes, 2023). Critics argue that while the WHO provides essential guidance and support, the translation of these directives into local action remains problematic due to systemic and logistical barriers (Iverson, 2024). This study addresses the problem of evaluating whether global health governance structures are sufficient to ensure coordinated and effective pandemic responses in Lagos State, or if there is a need for enhanced integration and local capacity building (Johnson, 2025).
